Then again, they've solved that problem:If you look at the dateline for the AZ Central article about them missing the deadline on the budget, it is December 31, 1969 (!) They've apparently resolved that problem by inventing a time machine, and now they have nearly four decades longer to meet this deadline. Even money whether this group of clowns can get a budget done in less than forty years.
