Reliable delivery of safe drinking water has become secondary to aquisition of new service areas and acheiving the maximum rate of return allowed by law. Just check the requested rate increases over the past 3 years. Most are over 35%. Now, the firm has attacked employee benefits, throwing down their final offer for health care coverage that requires the employee to have $6000 in out of pocket expenses before coverage kicks in. The possibility of a national work stoppage means nothing to the company execs.
